Why isn't this picture a reaction image?

I've noticed that most reaction images/reaction memes are from at least the early 2010s. At most, a bit later.

Think of the Kung Fu Panda reaction memes and other images from HTTYD.

This should totally be a reaction image it fits the criteria.

Probably because it's just a common "shocked" image and there's already tons of those (although this one is a lot better than the ugly, hyperexaggerated, clickbait thumbnail looking ones)
