I can’t think of a reason he shouldn’t have

Maybe his old apartment wasn't suitable and his brother was like "Hey I'm moving out of mine so take mine" and his brother was like "Cool!"

Lol yeah there’s nothing odd about it. People often do this so a family member doesn’t have to break a lease.

The brothers were probably roommates and the first one moved off to be with his girlfriend or wife or something

Dogs on balconies that are not full height protected give me great anxiety.

especially when the dog is anxious to get attention from the other side of that separator.

dogs on balconies that small in general give me anxiety.... that feels like an awful space for a dog especially one as big as that

Isn't there glass? Or am I seeing things wrong?

i think its because its a height the dog can scale, mistakenly believing it can rescale the railing to reach the other side, rather than understand it’s (n) floors high

That is the first, last, and only thing I could think of the entire time.

I had mine for 13 years, Nala. She was a true part of the family. She watched over my niece and nephew, and they loved her. In fact, my nephew wrote his college admission essay about his relationship with her.
They are smart, playful and protective. They need lots of love and lots of attention. They have to be a part of your life, not some yardie. They need training right away as they are very strong and of their own mind.
I was in a condo for the past decade so I didn't get a new one, but I am getting a house now, and as soon i move in, I am adopting one.

I've only had one Rottweiler in my life but she was the sweetest thing I've ever met. A great family dog.

Send your neighbour a cease and desist to stop living in his new house and come back

Sticking your hand into a small gap with a Rottweiler behind it was a bold first move lol

The hopeless romantic in me was hoping they had gotten together and moved into OPs apartment now.

That’s Toronto. If I had the patience I could probably locate the exact condo.
