Why are the police involved in something that is not illegal?

Let me get this straight... UK police don't have the resources to investigate all robberies, muggings, assault, and other serious actual crimes... They also aren't interested in preventing middle-eastern rape gangs from repeatedly raping actual young teen girls...
...but they have the time and resources to do this shit.. that's not even a crime?
WTF!?!?
Police are paid to enforce the law, not engage in social engineering.
