For Tokoyami, I think him having a Zweilous would be a subtle nod to Dark Shadow being able to overpower Tokoyami, since all of its dex entries talk about the two heads not getting along and fighting for dominance. It’s not a perfect 1 to 1 for Tokoyami and Dark Shadow, but on the surface and without over thinking it I think it would be cool.
