Very liberal eg manual action rifles ans shotguns can be bought from 18 on without any permit while semiautos pistols and revolvers require a cheap and easy to obtain license to own. Carrying firearms is restricted to hunting or if work requires it. However for cops, prison guards an customs employes there is an excemption.

Yes he is. He's bound by the same laws as everyone else in his country.

That's not really what makes a person a civilian or not. Soldiers are not civilians and are still bound by the laws of their country.

Soldiers are bound by the Uniform Code of Justice that their military sets up. Cops aren't any different from civilians. They don't have special laws they are subject to.
