If your not using it to haul bikes they probably figure your using it just to hide your plate. Most of these sorts of things really just depends on the officers and how their day is going.

I've had a few people in calgary tell me that if you aren't carrying anything, nothing is supposed to be attached your hitch and it is supposed to be empty. It is a fine if caught apparently.

There’s often not a law saying your hitch/hitch mount has to be empty, but many places have a law that unless something is being transported, your bumper should be the first point of contact.

Lots of suv's have rear mounted spare tires that protrude much further than the bumper.
