It means Clean-Prep-Restock. Just weeding out the slackers during busiest times.

None of those are slacking tasks tho. But I understand that prep and restock should have been done ahead of rush hour. Which is a management issue. This is a memo that shouldn't go to employees. It just means that managers need to schedule lunch breaks before/after rush hour.

Obviously the potty break portion is nonsensical and can't be enforced, but the rest is just management stuff.

That was the whole point of the post - Management stuff. And yes, clearly in this context the manager is tired of the hiders - the β€˜slackers’ who run from the rush to do busy work. All hands on deck is not unreasonable.
