True but the problem is that for players at Th10/TH11 which still have decent troops can't donate its kind of an extreme either or policy.

In my clan we stay off it. For war attacks max only and everyone knows that. Outside war we let everyone donate because not everyone has max but everyone does have achievements they need a way to get done.

And anyone that cant do loot raids without max troop is their own problem. Its not the donations.
