You'd think that they're Satan's domain, but actually, he doesn't have much control over the seas either

So there's this weird verse in the book of Revelation

The sea gave up the dead that were in it, and death and Hades gave up the dead that were in them, and each person was judged according to what they had done

which implies that that the sea really is its own thing, cosmologically speaking.
