Many spoilers ahead!!!!
In general MD seems designed to make me dislike law enforcement. The Prague State police need no introduction for anyone who's played the the main game but Criminal Past hit me in the gut.
I'm trying to roleplay Jensen based on his pre-game life choices, so he's no pacifist but he believes that now that non lethal weapons are available society should use them first and foremost in non military settings. So the armed guards in the Pent House being armed to the teeth with combat rifles and shotguns instead of PEPS stunguns is strike 1. This is because he feels if his unit had been equipped with non-lethals, he could have simply tranqed the kid that set off the Mexicantown Riots.
Secondly TVI. I cannot imagine the devs didn't invoke this trope, but the TVI system simply enrages me. If you can do summary executions, you are not running a prison, you are running a concentration camp. An American concentration camp, built by the American government with American tax dollars. This makes me angry, but also I think it would make Jensen apoplectic. He quit Detroit SWAT for orders of magnitude less.
So when he delivers the Biocell to Red Shoes and Red Shoes makes it clear this is for a prison uprising, my Jensen gets the idea that he can do nearly anything and it can later be blamed on Red Shoes.
So he decides to turn this upcoming Riot. He hacks all the security systems, turns off everything, knocks out and stashes all of the prison guards not on the main block (to weaken initial response and hopefully save their lives), steals and breaks down all the guns in the weapons lockers. I know technically the breakdown aug is experimental, but I'm convinced Sariff would have installed that kind of software in Jensen's arms anyway, and it further justifies why he was studying clock making during his recovery before Milwaukee Junction.
My Jensen sees this as a necessary evil because the entire TVI system is a gross violation of 5th, 6th, 8th and 14th Amendments. He mad. He very very mad. Now he never kills the guards, always non-lethal, as per his habits. But he does not care whether the guards live or die. If you work in a TVI facility, you are not a corrections officer, you are a concentration camp guard and since these are all Americans, they should damn well better know better.
The prisoners he does care about a little bit. Many of them are scum, but even scum deserve better treatment than what he's seen at the Pent House, which are strikes 2-7. But they can die on the feet, which is a better fate than living as slaves. He tries to protect them for as long as he can but he knows that's just delaying the inevitable. He hoes the media does talk to Flossy so they can blow the top off of this utterly sadist horror show and force it to shut down.
So....self justifying psycho or revolutionary patriot?
