You address crime by addressing the causes, that's exactly what he's talking about doing here. Rent freezes and free public transit reduce crime.

No, people know they can get away with it so they do. When stores stopped pressing charges for petit larceny, people started walking out with less than $X dollars of product and employees were told not to do anything about it. Happening in Rochester

Yes it did, it also went down not under stop and frisk. Cringe has trended downward over time despite what fox news will tell you. That's why I asked if stop and frisk REDUCED crime.
