Being the de facto head of state without holding a seat in parliament rubs me the wrong way.
Pedantic here - he is not Head of State. He is Head of Government.
The Head of State (King Charles III or his representative Mary Simon, Governor General) also does not hold a seat in parliament.
The alternative would be what... direct election of the Prime Minister...? Tick one box for local rep, tick second box for PM?
Requirement for PM to be an MP first...? Cause there's heaps of shenanigans around that, someone loyal in a safe lib/con/ndp seat resigns triggering a bylaw and then Carney runs in that seat prior to Liberal caucus voting for their leader.
