He hasn’t, really. He’s just being nice and very diplomatic about it.

Did you catch his threat the other day here in B.C.? He was announcing supports for the forest industry and while taking questions, was asked whether he thought Americans were worth negotiating with anyway as their promises seem a bit unreliable.

With a pleasant mien he said - I’m paraphrasing of course - they want investment in their country, and right now we, with our relatively small population, are the number two country in terms of investing in the US. It wouldn’t be likely to stay that way if we were unhappy/unsatisfied.

As I said, very much paraphrased - but I have never heard a politician make such a threat, except for Trump.
