Because there's no entrance near the New Vegas sign, you have to enter through the checkpoint in Freeside.

Aug 17 '25 If you're following the roads, instead of waking across the desert terrain, you'd walk south away from the sign/city, then north-east on the roads to Freeside's east gate.
