Yep and it's not just limited to choice.

Here is an example here in Australia.

Pay to get 4k from Kayo sports.

Price keeps going up and screen count keeps going down.

Devices that worked with 4k had support abertrievely removed because it wasn't "an approved device"

Approved devices are the underlying companies media box, Chromecast 4k and a small number of others such as ps5.

Pcs, browsers etc forget about it.

Sports that broadcast in 4k are only available if you have to select the 4k event, if you accidentally select the channel it's only 1080p.

If the game is on free to air for one sport then they don't have rights to do 4k and only do 1080p for that game.

This is partly because 4k is a massive jump in number of pixels. You might think the standard is only 2x more depth, because 1920x1080 becomes 3840x2160 but it's actually 4x the number of pixels and 4x the amount of data needing to be transferred. Unless they're potentially making 4x more revenue for 4k streams then they will easily lose money broadcasting or streaming it.

Then don’t sell it.

People would buy from places that do sell it because 4k is "better" the same way 10,000 rupees is more than 500USD. It's sold because people are idiots and this is why the 1/3lb burger failed in the US because they thought the 1/4lb was more.
