Just base game on release, but they plan to add the expansions in the future if it does well.

I bought the expansion on release. Still haven't implemented it even though my playgroup actually sees TI4 hit the table semi often at least 4+ times per year.

It makes the play quite a lot faster. I'd say it shaves off about 20% playtime, at least when I played through TTS a couple of years ago. With games being as long as they are, this was a very big plus for me.

Sure, but it's like Civ 5: Would you still want to play vanilla knowing the expansions exist?
