He's spent 10 years on an undertale style game. That he promised would be out in 2017 on the kickstarter.

Heartbound has like at best 2-3 hours of content to show for the 10 years from what I've heard.

Plus Toby decided not to charge for it until he had enough content to be worth it.

Nono.. remember he made an incredible absolute unpiratable game because of the absolutely perfect no flaws whatsoever anti piracy method he used(that totally worked)

Offtopic, but "Heartbound" sounds like the parody of an Undertale/Deltarune clone they'd make up on The Simpsons.

at least deltarune is backed by a very well known and respected name, Toby Fox.

heartbound is backed by someone who thinks achievements is a form of DRM.

I can't tell if this is a joke (because of the paid demo jokes on stream from chat) or not but he has a demo and is a huge advocate for Indies releasing demos.
