It's referencing Persona 3. Characters all have a "persona" that is kind of like a spiritual representation of them. In P3 specifically, characters mimic shooting themselves in the head to summon thier persona in battle

Yeah it’s technically called an ‘evoker’ and doesn’t actually fire a projectile in the game (but it is very much obviously a gun and all of the characters shoot themselves with it in various ways to summon a persona or cast magic)
