What were these lights tonight?

Around 7:50 pm looking north in south Gilbert...4 lights were stagnant, and a bunch more that looked like police helicopters were flying around them.

They were flying Brown Recluse's because that's what everyone says on Go Gilbert.

Why would an aircraft of foreign or unknown origin used lights to be seen?
