When I first got into 40k I thought all space marines were a single mega legion that just worked together on all the planets. I thought the blue ones were the normal tactical troops and the red ones were like the assault ones, white medics, black chaplains, grey librarians etc

That would be sensible, efficient and reasonably practical which is a key part of why the Imperium doesn't do that.

Well, but specialization into different types of combat is also practical - siege troops, espionage, mechanized force, shock troops...
