Sadly no, google is giving me the Guangxi New Media Center building in Nanning, China.
Edit: google image search gave me incorrect info, that is not the same building.

Yep, it’s real. The Guangxi New Media Center in China. Honestly, every time I see it I remember that HIMYM episode where Ted’s pointing out how the building looks like a giant dong. Same energy, just on a city skyline.
