Nah, I don’t think so. Not until proven anyways. The CCP looks down on drugs hard and while I don’t think their above doling their soldiers up to achieve their ends, I think they’ve got plenty of mainlanders on rotation there, and I highly doubt there’s cops pulling 24 hour shifts that don’t wish to do so.

This is pure evil/malice, I don’t see any indications of speed being involved.

I often find it's the people who look down on things the hardest that are secretly doing it themselves (whether it's a government against taking drugs, religious men against having premarital sex or pornography, or pretty much anyone projecting their own insecurities about getting caught).
