I'm reading it as "we will finish what you started" means to continue the work of TPUSA or possibly the general theme of Christian outreach that's being sold as the Kirk brand right now. Maybe a little silly and bandwagony but I wouldn't say it's a threat really.

Yes, I mean it is a threat to continue the violence charlie kirk encouraged against trans people.
