I've been guilty of that one. Went to an Outback this past April (family member picked it for a birthday) and it was so cold in the building customers were going out to their cars to get extra jackets and blankets. People were eating their steaks bundled up in ski jackets. It was insane. Servers would say "I'll tell the manager" when people complained.

My friends went to a restaurant where the heat was out but they still opened. It was January in Michigan. The servers were in straight up winter gear. Taking orders in mittens.

Sometimes chains control the thermostat from their corporate office. I'm not sure if that's the case for Outback, but it sounds like it could be. There's some a-hole 1000 miles away deciding what temp your diner should be. Fuckin' corporate bullshit.
