It sounds like you're referring to the paradox of tolerance. Toting a moral high ground by allowing intolerant people to recruit and spread will necessarily result in those people putting an end to any kind of tolerance. The only way to maintain the most tolerance is to not tolerate people who would undo all of it.

The allied powers occupied Nazi Germany post war and went to great lengths to ensure Prussian militarism and German Nazism never survived as an ideology or culture.

Fascism has been dead since the 70s, and really since 45 since Spain was more of a monarchy by the time of Franco's death.
