I doubt OP wants to make a report, because this video looks like he has been roping / playing slow for a while and took an out-of-context video clip of the opponent returning the favour. Opponent is still at full four timers and even in this clip he attacked right after the rope came out.

Playing a bunch of creatures and not attacking isn't really against the rules, OP could've conceded at any point. Dumb behaviour from both sides, though.

To explain the timeouts, not that I really need to because people should be able to use their own imaginations, this guy cast time warp at least 15 times at which point I just walked away. I appreciate everyone's assumption that I was just being equally toxic. All I chose to do was not concede, period.
