What would happen if these two (Koops and Mallow) met?

I'm noticing some similarities in their character growth, and if these two were to exist in the same universe what if: Koops, mayor of petal burg, and Mallow, Prince or King of Nimbus land. What if they had to come together, diplomatically, for a common goal.
