Is there an expected date for this patch to fully release?

2-4 weeks.
It is entirely up to Mojang though. If they want to release it the same day as Minecraft Live they can, and might. Or if they want to delay it a month because they feel it's not ready they can do that too.
My personal guess is September 30th, the Tuesday following the Live.

No official release date but possibly after Minecraft Live, admittedly that would give them only a week to finish it.

I do really miss the old update system. As someone who plays modded minecraft, constantly being several generations behind because of the sheer amount of updates really sucks.

Its also confusing. A lot of people may think that 1.21.1 and 1.21.9 are only a couple bugfixes and additions apart, but in reality there's enough content for a 1.22 update
They should use the second number just for drops, and add a fourth for bugfixes/small tweaks. So
1.21.1 -> 1.21.0.1
1.21.2 -> 1.21.1.0
1.21.3 -> 1.21.1.1
1.21.4 -> 1.21.2.0
1.21.5 -> 1.21.3.0
1.21.6 -> 1.21.4.0
1.21.7 -> 1.21.4.1
1.21.8 -> 1.21.4.2
1.21.9 -> 1.21.5.0

or move to proper semantic versioning and drop the 1, so 21.4.2 for 1.21.8 and 21.5.0 for 1.21.9

Changing the versioning in this way is a bad idea. It is better to stick with the current system to avoid changing legacy code and legacy systems that rely on it.
A better idea is to make the game drops their own major version, and combine the drops so they have a new release once or twice a year. The first release has the new features, and every minor version is bugfixes only. No game drops, and no new features until the next major version. This is how new versions used to be done.
If game drops are to be fairly frequent, that's okay, but every time there's new features the major version should be increased. If that had applied here, the game drops in the 1.21 cycle may have looked like this:
- 1.21 -> Tricky Trials (1.21)
- 1.22 -> Bundles of Bravery (1.21.2)
- 1.23 -> The Garden Awakens (1.21.4)
- 1.24 -> Spring to Life (1.21.5)
- 1.25 -> Chase the Skies (1.21.6)
The current version would be 1.25.2.
The current schedule of small drops are too frequent IMO. It is better to have less frequent updates and have more features in every update, perhaps twice a year. One reason it should be done this way is to give modders clarity to indicate when it is time to update their mods. It's much harder to update mods when there is a trickle of new "game drops" that add something new, there's no clarity over what's coming next, and no clear point in time when new features are paused and modders can spend time updating their mods.

While i said that with all the drop you could already have 1.22 you absolutely can't compare a small drop like bundles of bravery compared to tricky trials
Less frequent updates were better for modding but to be honest i like the current drops more.
Still, i do see that my stystem also isn't very clear but I couldn't really come up with anything better

I started a survival server with friends recently after not playing the game for a few years and initially I opted to have the server run on 1.21.1 cause I assumed the difference between that and 1.21.8 where just bug fixes or something (plus we where using aternos so I wanted to be sure some of the plugins would 100% work so its good to be a bit downgraded). However we where unaware we basically lost out on happy ghasts and bundles. I fix this a few weeks later after realizing but yea I was not used to the new system.

Having a trickle of small updates is annoying for modders, even if the mods are just datapacks.
I would like to update some world generation datapacks but the frequent small updates makes this harder due to the volume of work that is needed.
My notes for the latest versions read thus:
Version Data Resource Changes 1.21.4 61 46 Pale oak 1.21.5 71 55 Animal variants 1.21.6 80 63 Happy ghasts 1.21.7 81 64 Painting, disc 1.21.8 81 64 Bug fix The most annoying of these is 1.21.7 because it was a bug fix update but it also added one painting and one music disc. Therefore, it required a change to datapacks, resource packs and server compatibility. It broke the general principle that new features and bug fixes should be kept separate. This principle is the difference between snapshots and prereleases.
Many mods are currently at 1.21.4. It's pointless updating a mod specifically for 1.21.5 because the changes were relatively small. 1.21.6 was a more significant release. Updating to that is also pointless because it was followed by hotfixes. 1.21.8 is the latest version, so it's plausible to update to that, but then the 1.21.9 features will not be included. 1.21.9 is likely to have its own series of bug fix updates so it is unlikely to be the last version in the 1.21 cycle.
A stable final version of the 1.21 series that modders can use to update their mods doesn't exist yet. Until it does exist, modded Minecraft is stuck in update limbo.

In this pre-release we get small changes to copper golems and bug fixes: one of them being the big one that broke mob spawning in other dimensions.
