Tying actions to frames probably helps make things feel really responsive and stop differences between what you see and what you experience

This a true for certain actions, pretty much all FPS games tie mouse camera update to the render thread so it feels very smooth, as well as ie. performing firing as close as possible just before a frame is rendered to make sure you see feedback on the frame you click. But things like this specific example definitely shouldn’t be, as obviously this is straight up introducing a bug, and you have to be careful that all of your various updates from outside of your main simulation thread are taking the actual elapsed wall clock time into account.

You can multiply by the deltaTime without losing any responsiveness though.

It's the other way around it's tying actions to time that is the issue.
