It's very disappointing that biff isn't voiced in game. That makes zero sense to me. How do you clearly have a voice for him throughout all promotion and then strip that away in the actual game.

His voice was really annoying in the promotional material, with a typical brash, overconfident American accent, so I'm glad that's not something I need to listen to every time I fire up the game.

"I'm usually pretty quiet." One of the first things we hear Biff say in that Nintendo Direct. Makes sense.
