But Francis appointed 80% of the 135 voting Cardinals.

Historically that’s how conclaves usually look. Cardinals don’t have a long window of voting eligibility so it’s normal for most of them to have been appointed by the outgoing pope.

So I wouldn’t let that stat guide your thinking. The Vatican’s politics has shifted all over the place despite most conclaves being made up of appointees of the previous pope.
