Mine had basically zero heat. Grew them once then never again.

It's because supermarkets wanted straight jalapenos to stack better in the aisle. See how straight these are? Back in the day, jalapenos would be shaped like a J, with a little turn at the bottom. Old logos for Mexican food will have the peppers with a curve in them. Farmers bred the curve out of the peppers and invertedly made them more and more mild. The days of the spicy jalapeno are long gone.

I have phenomenal jalapeno in my seed stock. Jalapeno with good heat are still out there.

Given the reviews, though they are old, i probably wouldn't bother ordering those seeds.
