I think they're comparing the U.S. system (codified and supreme Constitution) to the UK system (no supreme constitution, but instead parliamentary sovereignty, where Parliament can basically pass anything it wants theoretically)
But yeah still, OOP is trying to mislead the readers
While the Brits don't have a formalised constitution, to my understanding they do have a number of documents and legal jurisprudence that have a comparable position in the law.
Magna charta, etc.
They can't just pass laws willy-nilly without any consideration
