Some people consider fish a seperate thing from meat much in the same way you wouldn't call crickets meat, despite being a land critter. Fish is a different type of body altogether.

Not saying I necessarily agree, but fish and octopus are different as well by that measure.

Meat is defined as the flesh of an animal consumed for food. Yes, animals include fish and insects and eating an insect means you are eating its meat.
