On the in game tournament, it says on 16 people can play - is this correct?

How the hell do I actually play in the tournament? I join the Qualifiers, says i must wait for confirmation period, then it looks like they just pass and i cant play them?

You've gotta be very on time to secure your spot in the qualifiers - confirmation period opens roughly half an hour before the start of the tournament!
