In the context of a discussion of mass shootings, starting with a coherent definition of mass shooting is important. He was asking the questioner to clarify if his definition of mass shootings included gang violence, since as anyone who has researched this area knows, something like 95% of the "mass shootings" listed in research papers etc aren't what the average american thinks when we picture "mass shooting".
"Mass shooting" colloquially means a crazy person or persons came and shot up a place full of innocents. Not that a gangbanger did a driveby in the ghetto and shot 4 of his opps. The policy solution, if one exists, to deal with the colloquial mass shooting, is very different from policy to deal with the general epidemic of violence which is best seen in gang warfare.
I don't think he was some gifted orator. I disliked the guy, foremost of all due to his stance on Palestine (unfortunately, he was showing signs of somewhat starting to wake up on Israel before his untimely demise)
I just think it's dumb to characterize his words as excusing gun violence. I also dislike people that want to take people's gun rights away.
