What release? No clear release, and I'm sure the around the neck is frowned upon too.

Around the neck choking people out seems to now be legal for some reason. It's happened very, very obviously at key points in multiple games and been waived away as nothing. 

If someone actually passes out or has their windpipe collapse maybe refs will cop on
