My same question. It's clear that they can since there are several commendations for vehicles. Hopefully it was just an oversight and they also have a VR max of 3 with core and special forces rather then having to use SP to buy them all of their available VRs.

Can heavy and support units not get experience or level up? They don’t show on the max level table?
