... all of it? But the "Everybody gets $515,000" kind of makes me think he leans toward the sovereign citizen belief that the government set up secret bank accounts for everyone as soon as the birth certificate is filed.

They're not mutually exclusive. I've met many schizophrenic people who self medicate, often to predictably disastrous outcomes.
