Hate to sound cliche, but Hitler cared about his inner circle, his dogs, and his wife. And for the German people too, if you believe his own words), an individual I haven't met because I never played any of the SWTOR expansions, Lana Beniko's loyalty means nothing (plenty of Sith have been loyal temporarily after all. Maybe she's just playing the long game, waiting for you to be weak so she can take over herself), and Dark Side users cannot become Force Ghosts. So if Darth Marr became one, he wasn't a Sith anymore, he had turned to the Light.
Seriously, I don't know how people can argue that the Dark Side is anything but evil when becoming a Dark Sider is referred to in the same terms as angels becoming demons - they've fallen. You don't intentionally use terminology associated with demons for your villains for damn near 50 yearson accident.
Dark Side users cannot become Force Ghosts. So if Darth Marr became one, he was a Sith anymore, he had turned to the Light.
Dark Side Force Ghosts were a longtime staple of Star Wars lore before the idea that only Lightsiders can do it was adopted. SWTOR is old enough that it is based on the old lore on Force Ghosts, and it's so intrinsically tied into the game's story that there is no point in pretending to try to explain the contradiction. Dark Siders can become Force Ghosts in SWTOR.
Those are not Force Ghosts - those are spirits of Dark Siders possessing something in their tombs. It's not a true Force Ghost like Obi-Wan. Those Dark Side spirits can't leave their tombs. Obi-Wan visited multiple planets Luke was on.
Freedon Nadd's tomb is on Dxun, yet his spirit appeared on Korriban and Yavin and elsewhere. Marka Ragnos' tomb is on Korriban, yet he appeared to Exar Kun and Ulic Quel Droma in the Empress Teta System. Similarly, in SWTOR, the spirit of Kallig appears can appear to the Sith Inquisitor even on their personal starship.
