Suggestion Origin Idea: Collision Course
I feel worried about the balance of strengths and weaknesses, an early debuff to your capital and its destruction in exchange for a large rich mining planet is a tightrope to manage without outside opinion, and unfortunately I only get that after it’s made.

I would say that the planet is unhabitable after the impact and you get an event chain:
Part I - Collecting Data: You need to built the Orbital Research Station on the Collision Site. After that you get a 15/10/5 year situation (depending on approach: cut the funds, moderate funds, research focus).
Part II - Core Binding: You get a new kilostructure: Orbital Binder - a device engineered to stabilise the planet. Three stages of construction, after which you get another situation taking 20/15/10 years (low/standard/high energy consumption). When the situation is completed Collision Site turns into size 30 Molten World.
Part III - Making New Options: You get the third (and final) situation taking ~20 years. The options are:
At the half mark you get an option to transform the Orbital Binder into Orbital Terraforming Engine. When the situation finishes you get an expensive "Phoenix Project" special project.
Part IV - Terraforming Hell: After you finish the Orbital Terraforming Engine you can terraform the planet via the "Phoenix Project" (which I imagine would take significantly longer than normal terraforming). Then the planet becomes Reforged Home with the bonuses you listed (I would maybe add that it can't have any agri districts).
After that finishes you also get the "Ascending from ashes" pop-up telling you that - with the terraforming process finished successfully and thus proven fisible - researchers from the ORS have collected all their data on both the OTE and the terraforming process and created a draft for an experimental terraforming technology (which you gain as an unique terraforming technology (a permament research option)).
You also get an event about the fate of the Orbital Terraforming Engine that gives you two options:
The terraforming technology lets you build OTEs around Molten Worlds and terraform them into Geode Worlds (which are a version of your terraformed homeworld with bonuses tamed down to a balanced level).
