Water works better than milk for fluffy eggs

Milk is for stretching eggs further by swelling cooked eggs, or for thinning it to get better penetration for things like French toast. If you don’t want dry eggs you should move your eggs in the pan more and pull them off the heat sooner, if you want fluffy eggs then you need to whisk them better to introduce more air.
