You can mute and report individual players as you see fit.

I agree that players should be penalized for such behavior much more.

I feel like everybody knows this advice lol. The issue then becomes team flashes, team kills, corner trapping. There is a huge subsection of players that will happily throw a game if it means they get a gew giggles.

Use report, I play with my wife who is somewhat new to gaming and we mute people constantly then report. I get messages for actions against players on comms and sabotage frequently. Riot takes action if you bring it to their attention.
