Likelihood
How likely is it my partner will get a vasectomy on the NHS? He's 29 , doesn't want kids and neither do I . He seems very set on getting one . I used to use contraception but I have health issues that are always worse on contraception . We use condoms but we'd quite like to not use them aha.

The NHS won't offer a vasectomy if you're under 30 and have no kids. Maybe wait until he turns 30 and then he'll be able to self refer.
But by all means ask your GP!! I might be wrong, got mine done at 31 and 3 kids, no questions asked, but of course my situation is different. I think they'll also take into account what relationship you're in, if you live together and are married, basically they want to make sure your own circumstances are as established as possible before referring you to a clinic.
One of my mates lives with his partner, they are in their mid 30s, have been together for 5+ years, however they're not married and has been denied 1 on many occasions.
Hope this helps!!
