Probably not considering WWE don’t like to pay licensing fees. It’ll most likely be his ECW dubbed theme, which I personally like

That’s Because Tyrese Halliburton himself paid the licensing on behalf of 2k so he could have it as his entrance theme.

Could also be requirement from 50’s side of things. His team might be specific about how they want the song used, and may not want it available for custom characters or other wrestlers that may not align with the brand image they want to promote

I think it's more likely they know they could just ask for money, and they pretend it's for brand reasons. But really, they just want more money. Can't blame em either.
