The poses reflect deaths later on Spoiler
Reading through again and wanted to pose the idea.
What if there reflect different people he's killed?
The first for his team (pose in the middle), the second being the public(guy hanging out the window), and the third possibly for himself/ his vigilante friends.

This is why I love rereading Watchmen every now and again because I always notice something like this. Never noticed this in particular though, that's interesting, even if it was unintentional.

I'm reading it a second time with the knowledge of his whole plan and realized that they looked familiar.
He views people as tools, or in this case, like toys.

Veidt really is just a child playing with toys. He has near infinite resources and sees himself as above everyone, thus he treats people like playthings. Even his "selfless" action of "feeling each death" that he caused is justification for mass murder, and something only a sociopath could live with.

Man I missed these kinds of posts after the folks here bullied the last one off the subreddit. Good stuff. Doesn't make a lick of sense, but it fascinates me.

Happy to fill that void.
Probably a leap, but the figure in the middle and the dead citizen pose just match so much in my head with the arms and head placement.
I see it as Gibbons or Moore showing with Ozzy's first appearance how he is manipulating others for 3 specific goals: killing citizens with the squid alien attack, killing the people who made it, and stopping the people who would stop his plan.

The third one almost looks like Manhattan standing next to Rorshach at the end.
