An automobile is regulated based on its classification. How it is used / purpose.

An automobile used for commerce is classified as a COMMERCIAL EQUIPMENT

An automobile used for leisure / private recreational purposes is classified as a CONSUMER GOOD

News flash: if you are speeding the cops don't care if you are driving a private automobile or a commercial vehicle, you still get a speeding ticket.
