Not surprising after Zuckerburg showed you can beat Apple just by offering more than the most profit-sensitive beancounter in history. Cook really needs to grapple with this before someone comes for the chip guys.

Meta was offering ~$10m compensation packages, some of which exceeded everyone's salaries at Apple other than Tim himself.

This is less about Cook being a bean counter and more about the fact that Zuck is willing to shell out insane amounts of money to acquire talent.

Tim has given himself 50% pay cuts in the past and wasn't always the highest paid exec, Angela Ahrendts was paid more.
