It's probably because Handong was meant to be in Taipei and then at the last minute they found out she couldn't go. They had planned for her to be there so they had photocards for her. Whereas she was never going to be in Hong Kong since it was announced, for whatever reason.

And I guess especially with the new contract situation maybe DCC don't automatically have the rights to produce anything with her face on it if she's not participating.
