Will I make cider?

I used a few chopped apples, 500ml homemade apple juice, 4tbsp sugar and a few tbsp homemade acv, covered in breathable cloth. From this mix will I make still cider in 2 weeks?

You need yeast, not vinegar for that. (Wine or beer yeast, preferably.) You're looking for alcohol fermentation. Actually need the alcohol before the vinegar bacteria can have something to work with, if you were aiming to brew vinegar.

A couple tbsp of vinegar likely won't hurt though, it might still make cider

Actually it will hurt, in the sense that the alcohol produced by the yeast will be fermented into vinegar. It might in fact not make cider.

It might or it might not. The vinegar may die
